Public Works
Engineering
City of Eugene
EMORANDUM 858 Pearl Street
Eugene, Oregon 97401
(541)682-5291
(541) 682-5032 FAX

Date: June 17, 2004
To: Mayor Torrey and City Council
From: Fred McVey, 682-5216
Engineering Data Services Manager
Subject: ADMINISTRATIVE ORDER INCREASING STORMWATER USER FEES
Attached is Administrative Order 59-04-13-F implementing an increase in stormwater service charges
(user fees). The fees are to be increased by 2.8% beginning on bills issued on or a July 1, 2004. The
proposed increase will allow continued funding of several services that were slated for reduction in the
proposed FY05 budget, as recommended by the Budget Committee on May 17, 2004. This is the first
increase in stormwater rates since 1994.
Customers in the small residential category will see a $0.15 increase in their monthly fee, to a total of
$5.03. The medium residential customer fee will increase by $0.21 per month, to a total of $7.29. Other
user categories will see an increase of $0.08 per 1,000 square feet of impervious area.
Council was previously notified of the intended increases on May 27, 2004. All stormwater customers
are being notified of the increases through a rate notification brochure inserted into EWEB bills,
advertisements in the Register Guard, and via the City's web site. Several news articles related to the
proposed increases were included in the Register Guard. A public hearing on the proposed increases
was held on June 11, 2004.
If you have any questions about the proposed stormwater rates, please contact me at 682-5216 or by
email at fred.mcvey@ci.eugene.or.us
