w <br /> NOTICE OF INTENDED INCREASE IN WASTEWATER SERVICE CHARGES <br /> To: The Mayor and City Councilors of the City of Eugene, and other interested persons. <br /> NOTICE IS HEREBY GIVEN that pursuant to the provisions of Section 6.411 of the Eugene Code,1971, the <br /> City Manager intends to amend the Wastewater User Fee Schedule established by AdministrativeOrder No. 58-04- <br /> 12-F on June 16, 2004, which became effective July 1, 2004. <br /> The City Manager has investigated the City's current revenue needs and cost of operation of the City's <br /> wastewater service system and reviewed the recommendation of the Metropolitan Wastewater Management <br /> Commission (MWMC), and has proposed to increase the user fees for wastewater service and for regional <br /> wastewater treatment service as set forth below. The proposed increases are necessary in order to comply with the <br /> Council's directive that the costs of providing such services be recovered from the beneficiaries of the services, and <br /> other a pplicable policies and directives of the City Council; are consistent with applicable federal and state <br /> regulations and the recommendations of MWMC; are comparable to the amounts charged bythe City of Springfield <br /> and other such service providers; preserve the equity between different classes of ratepayers; and are based on the <br /> proposed budgets of the City and MWMC. <br /> The current monthly rates charged for wastewater service and regional wastewater treatment service, and <br /> the rates proposed to be effective on all bills issued on or after July 1, 2005, within the City of Eugene's service area <br /> for such services both inside and outside the City of Eugene, are as follows: <br /> WASTEWATER USER FEES <br /> (To be effective for all bills issued on or after July 1, 2005) <br /> CURRENT PROPOSED <br /> RATE COMPONENT RATE RATE <br /> RESIDENTIAL: <br /> Per Account Fee: <br /> City of Eugene No Charge No Charge <br /> MWMC $5.65 $6.00 <br /> Sanitary Sewer Flow-Based Charge per 1,000 Gallons of Water Used: <br /> City of Eugene $1.064 $1.192 <br /> MWMC $1.123 $1.192 <br /> Total flow-based charge per 1,000 gallons of water used $2.187 $2.384 <br /> AVERAGE RESIDENTIAL BILLING $16.59 $17.92 <br /> (Per Account charge + 5 times the total flow based charge) <br /> COMMERCIAL/INDUSTRIAL: <br /> Per Account Fee.
