Henry, PE, 682-8472 Transportation Planning Engineer Subject: Administrative Order for Rulemaking Attached is Administrative Order 58-06-O1-F for adoption of an amendment to the Criteria for Exceptions in the Design Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways, and Access Ways. ; The Design Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways, and Access „ "Ways were adopted in 1999 as Appendix H of the Eugene Arterial and Collector Street Plan CACSP) by resolution No. 4608. Since then, project proposals have come before the City Council that have met those standards and have been rejected. Staff was directed to work with affected property owners and interested parties to develop design alternatives. In some cases, those design alternatives may not meet the adopted standards or satisfy the exception criteria. Administrative Order 58-06-O1-F will allow a project design to move forward if it meets the new exception criteria: "7) For acity-initiated project, the Council decides not to approve a proposed project design that meets the standards of this chapter, but, after a design process that includes input from affected property owners and interested persons, the Council approves a design that the City Engineer determines is safe and functional." ~e have provided notice of intended rulemaking and received no comments on the proposed amendment.
