The Proposed Stormwater <br /> Development Standards will regtiilate the location, design, construction, and maintenance of <br /> stormwater facilities that capture and treat stormwater runoff from new development and significant <br /> ' re-development to reduce impacts that urbanization has on water quality; protect waterways in <br /> ;headwater areas from the erosive effects of increased stormwater runoffpeaIc flow rates and volumes <br /> resultin,7 from development; restrict the discharge of oil and ~ ease from land uses that produce high <br /> concentrations of these pollutants; and prevent stormwater pollution by eliminating pathways that <br /> i may introduce pollutants. This administrative order is consistent with the Cin~'s existing measure to <br /> provide for clean air, water and land resources; therefore, these amendments are consistent with Goal <br /> 6. <br /> i <br /> I Goal i - <9recas Subiect to Natural Disasters and Hazards. To protect people and property from <br /> natural hazards. <br /> I <br /> The administrative order does not affect the City's restrictions on development in areas subject to <br /> ~ natural hazards. Further, the administrative order does not allow for new development that could <br /> result in a natural hazard. Therefore. Goal 7 does not apply. <br /> Goal ~ -Recreational Needs. To satisfy the recreational needs of the citizens o f the state and visitors <br /> j arrd, where appr•opr-iate, to provide fo7• the siting o_f rzecessan~ recreational facilities including <br /> destination resorts. <br /> The administrative order does not affect the City's provisions for recreation areas, facilities or <br /> ' recreational opportunities. Therefore, Goal 8 does not apply. <br /> i <br /> i <br /> ~ Goal 9 - Economir~ Development. To pro~.~Lde adequate opportr.tnitics throughout the state for u <br /> vcar~en~ of economic activities vital t~~ the health, ~n~el{are, and prosperity of Oregon's citizens. <br /> II f The administrative order does not impact the supply of industrial or commercial lands. Therefor:;, <br /> ' the administrative order is consistent with Goal 9. The administrative order does not render any <br /> property unusable for commercial or industrial uses. In fact, the Proposed Ston-rtwater Development <br /> Standards, the standards that tl7e proposed administrative order will implement, are drafted to ensure <br /> ~ that neither the administrative order nor the code provisions that the administrative order is <br /> implementing have such an effect on a property. Those provisions are: <br /> I <br /> 1.
