ADMINISTRATIVE ORDER N0.58-06-07 <br /> of the <br /> Airport Manager <br /> CONCERNING NOTICE OF INTENDED AMENDMENT OF SECTIONS <br /> 4, 5, AND 8 OF THE AIRPORT FEE SCHEDULE; RATIFICATION OF <br /> UNAMENDED FEES; AND REPEAL OF ADMINISTRATIVE ORDER <br /> N0.58-05-05-F. <br /> The Airport Manager of the City of Eugene finds as follows: <br /> A. Authority is granted to the City Manager of the City of Eugene under Sections <br /> 2.440 to 2.442 of the Eugene Code, 1971 to set fees and chazges for the use of the Eugene <br /> Airport. 'The City Manager has further delegated that authority to the Airport Manager under <br /> Airport Rule 8.4.2. <br /> B. Pursuant to that delegated authority, I intend to amend Sections 4, 5, and 8 of the <br /> Airport Fee Schedule which was adopted by Administrative Order No. 58-OS-OS-F on July 21, <br /> 2005 (effective August 1, 2005), by reducing the signatory and non-signatory landing fees in <br /> Section 4; reducing the terminal building rental rates for exclusive and preferential space and <br /> joint use space, increasing the customer use space, and reducing the security fee in Section 5; and <br /> adding a Customer Facility Charge for Car Rentals to Section 8, as set forth in the Notice of <br /> Intended Amendment of Airport Fee Schedule attached hereto as Exhibit A. <br /> C. After investigating the amounts chazged for such services in the past, comparable <br /> rates charged by other airports, applicable user fee policies set by the council, the amounts or <br /> rates and other municipal benefits agreed to by comparable users of the airport in a contract, <br /> lease, or permit, and the revenue needs of the airport, I have determined that Sections 4, 5, and 8 <br /> of the Airport Fee Schedule should be amended as set forth herein, the unamended fees ratified <br /> in a new Airport Fee Schedule, and Administrative Order No. 58-OS-OS-F repealed. <br /> On the basis of these findings, I order that: <br /> 1. Copies of the Notice be provided to the Mayor and City Councilors, persons who <br /> have requested notice, persons who are currently paying such charges, posted at two locations at <br /> the Airport, published in the Register Guard, a newspaper of general circulation within the City, <br /> and be made available for inspection by interested persons at the office of the Airport Manager, <br /> 28855 Lockheed Drive, Eugene, Oregon, 97402, during normal business hours (8:00 a.m. to 5:00 <br /> p.m., Monday through Friday, exclusive of holidays). <br /> 2. All persons desiring to comment on the proposed fees shall submit written <br /> comments as set forth in the Notice. After expiration of the comment period, I will by <br /> administrative order establish the fees as proposed, or as modified in response to the comments <br /> received. <br /> Dated this 5th day of June, 2006. <br /> Robert P.
