For many years,
traffic engin ers have had concerns that drivers turning left on a permissive circular green signal
indication fight inadvertently mistake that indication as implying the left turn has the right of way
over opposi g traffic. A variety of different indicators and signal face arrangements for permissive
left turns h e been tried over the years, but no comprehensive research had been conducted
until the Fe eral Highway Administrator (FHWA) decided to evaluate all the potential displays.
"Mo orists responded strongly and favorably to the concept with little or no public
information "the FHWA research showed. "These highway users intuitively knew what the
flashing yel ow arrow meant."
Tot I cost of the signal upgrade on Crescent Avenue is approximately $1,500. City Traffic
Engineer T m Larsen said other protected-permissive traffic signals in Eugene will be upgraded
with the ne arrow signals as funding allows.
Eugene Public Works • www.eugene-or.gov/pw
858 Pearl S rest, Eugene, Oregon 97501 •541-682-5523 • fax 541-682-6826 • e-mail pwadmin@ci.eugene.or.us
