PUBLIC WORKS STORMWATER POLICY TEAM
AGENDA ITEM SUMMARY °''r``' ~~~r a~
Agenda Topic: Water Quality Protected Waterways
Results of Parcel/Corridor Impact Evaluation & Options for Proceeding
Meeting Date: April 4, 2006 Staff Contact: Therese Walch
Lead Division: Wastewater Contact Telephone Number: 682-8647.
I. PURPOSE
The purpose of this agenda topic is to present the results of the parceUcorridor impact evaluation of water
quality protected waterways, and a summary of the final Stormwater Management team's
recommendations related to: criteria, map, ordinance, enforcement strategy, and financial impacts. The
Stonnwater Policy team is being asked to review this information, consider options for proceeding, and
decide on the appropriate path forward. A draft Public Outreach Plan has also been developed for Policy
team review and direction.
II. POLICY TEAM DIRECTION
Preliminary water quality protected waterways were identified on the Water Quality Protected Waterways
by Protection Criteria map, provided with the March 8, 2005 Stormwater Policy team memo. The
waterways identified for protection on the map met the set of water quality-related criteria provided in the
March 8, 2005 SWPT memo (i.e. 303(d) waterway, or direct tributary to a 303(d) waterway, or headwater
stream, excluding roadside ditches). Proposed protection measures for waterways on the map based upon
the Center for Watershed Protections' Site Planning for Urban Stream Protection (December 1995) were
presented to the SWPT in November 2004 and include athree-zone buffer area totaling 75 feet each side
of a waterway. Proposed criteria, map, enforcement strategy, high-level ordinance provisions and
financial impacts have been discussed previously with the Stormwater Policy team from November 2003
to July 2005.
The most recent Policy team direction on the topic of water quality protected waterways was provided in
March 2005, when staff was directed to:
1. Evaluate the existing level of impact to these waterways, to determine whether or not there was
adequate water quality function to protect; and
2. Evaluate the feasibility of applying buffers as proposed given the degree of impact to these
waterways, and
3. Determine the impact to public lands versus private lands.
The Policy team asked that the evaluation results be reviewed by the Management team and the Policy
team prior to beginning any public outreach.
III. PARCEL/CORRIDOR IMPACT EVALUATION

In response to the March 2005 Policy team direction, the existing level of impact and feasibility of
applying buffers to water quality waterways was evaluated. In addition to providing information about

impact and feasibility, staff's approach considered that the evaluation may also be used to inform some

3/28/06 1
