Strategically, <br /> this phase is characterized by informal modes of communication such as a workshop. <br /> The ideal communication would be one-to-one, or as close to that model as possible, as <br /> opposed to, for example, large-group debates. <br /> o The goals of phase 2 are to satisfy land-use requirements, including formal notification of <br /> roe owners and to ather comments f r <br /> p p riy g o the public record. This is a formal phase of communication, characterized by <br /> legal notices and ublic hearin .
