MAR-16-2006 1243 796 WEST 13TH 541 682 3614 P.02 <br /> December 5, 2005 <br /> Kurt Corey, Executive Manager <br /> City of Eugene Public Works <br /> 877 Pearl Street <br /> Eugene OR 97401 <br /> ' Re: Modification of Stormwater Agreement <br /> Dear Kurt: <br /> This is a request to modify the Stormwater Mitigation Agreement <br /> entered into by the City and Lane :County Fair Board in 2002. In <br /> that agreement, the "dry weather" period during which large <br /> animals could be on-site is s ecfied as June 15 -September 15 of <br /> P <br /> <br /> ~i the year, The Fair. Board requests that you review the feasibility of <br /> extending that time period on either end of the current "dry weather'" <br /> period; for example, May 1 or May 15 and October 15 or October <br /> 31, respectively <br /> In compliance with the agreement, the Fair Board completed the <br /> construction of the underground system to capture run-off during <br /> the "dry weather" period in 2002. Since the completion of that <br /> system, we have operated it four years and have incurred zero- <br /> . <br /> problems with either the system or run-off into the Amazon Creek. <br /> Further, our empirical observation has been that the rainy weather <br /> seems to end earlier and start later than the current udry weather" <br /> period. Thus, the Fair Board's request for a review of the "dry <br /> weather" period. <br /> In actuality, it is highly unlikely that expanding the "dry weather" <br /> period will result in many more animal events on the Fairgrounds. <br /> The reality is that the stabling of horses will not take place as <br /> occurred prior to the large-animal moratorium as owners will not be <br /> able to stable their animals here all year. Rather, from a business <br /> perspective, our hope is to capture the one or two animal events <br /> that might be looking for a facility during the expanded period. <br /> Thank you very much for your attention to this request.
