6 <br /> • Part AComplete -June 18, 2004 <br /> If ACWA decides to extend the contract to Part B, it would likely award the contract extension in <br /> August of 2004, with deliverables due the end of 2004 or early 2005. <br /> Qualifications <br /> Selected contractor will have "on-the-ground" expertise in Oregon Stormwater programs, general <br /> Stormwater effectiveness studies, Stormwater sampling techniques, Stormwater data <br /> manipulation, the Clean Water Act, requirements for Oregon MS4 Phase I and Phase II permit <br /> holders, Oregon Underground Injection Control (UIC) regulations and emerging issues in Water <br /> Pollution Control Facility (WPCF) permits being drafted. <br /> In addition, successful working relationships with Oregon municipalities and Oregon DEQ are <br /> important. <br /> Preference will be given to contractors that are associate members of the Oregon Association of <br /> Clean Water Agencies. <br /> A detailed project schedule should be included in proposals. <br /> Project Coordination <br /> The project manager will be Janet Gillaspie, Executive Director of ACWA. Each jurisdiction <br /> that contributes to the project and the State will be a member of the project Technical Advisory <br /> Committee. The project Technical Advisory Committee will participate in consultant selection <br /> and oversee the technical work of the consultant <br /> Budget <br /> The project budget for Part A will not exceed $20,000. The project budget for Part B of the <br /> project will not exceed $120,000. <br /> Proposal Details <br /> A letter proposal of no more than 12 pages (8-1/2 x 11 inches) is due at the ACWA office, 537 <br /> SE Ash, Suite 12, Portland, OR 97214 by 3:00 p.m. on March 12, 2003. If mailed, sufficient <br /> time must be allowed for delivery. Postmarks do not serve as evidence of timely submittal. <br /> ACWA reserves the right to reject any or all proposals. ACWA also reserves the right to waive <br /> non-material irregularities in any proposal. <br /> Proposers shall submit 5 paper copies of the proposal, and one electronic copy of the proposal in <br /> Microsoft Word format on CD-ROM The copies shall be submitted in a sealed package clearly <br /> marked as a Proposal for Stormwater BMP Effectiveness Study. <br /> The proposal format should address these items, in this order: <br /> • Cover letter; <br /> PAGE 6 REQUEST FOR PROPOSALS - -Stormwater BMP Effectiveness Review <br /> <br /> February, 2003 <br /> <br />
