requires agency and locality movement from general training and single agency
tabletop exercises to regular, regional interagency training and exercises.
Existing System Description
The Eugene and Springfield police departments each use similar UHF digital capable
radio systems. Each department has programmed in several of the other department's
frequencies allowing easy sharing of radio frequencies in joint operations. Eugene
police units are dispatched out of tfae Central Lane Communications Center, Springfield
from the Springfield dispatch center. The systems are APCO 25 compliant and meet all
current and near-term narrow banding requirements. Although the Eugene and
Springfield police departments each own and operate their separate radio systems; they
have adopted the same equipment and standards. In actual practice, Eugene and
Springfield field personnel use both systems as a single system. The primary limitations
of the system lie in the two dispatch centers' inability to dispatch on all of the other
agency's police frequencies.
The Eugene Fire and Springfield Fire and Life Safety Departments each use similar and
compatible VHF radio systems. Each department has the other agency's frequencies
programmed in all radios allowing for day to day interoperability. Both departments are
dispatched from the Central Lane Communications Center. In practice, the two
departments work together daily: In a very real sense, Eugene and Springfield share a
single fire and emergency medical radio system. While. all radio use is currently
simplex, each agency is independently developing two (total four) duplexed, repeated
channels for better coverage. The systems are now using narrow-band analog
technologies that meet current and future 12.5 kHz channel requirements.
Eugene Public Works uses a separate UHF analog radio system. It is dispatched out of
its own dispatch center at the Public Works Yard at 1820 Roosevelt Blvd in Eugene.
Springfield Public Works uses a separate simplex VHF radio system. It is dispatched
out of the City Shops facility at 201 S. 18t" in Springfield.
Eugene and Springfield Public Works departments do not currently have direct

communications capabilities. At present, they rely on land-line and cellular telephones

to communicate directly as necessary.
4
