requires agency and locality movement from general training and single agency <br /> tabletop exercises to regular, regional interagency training and exercises. <br /> Existing System Description <br /> The Eugene and Springfield police departments each use similar UHF digital capable <br /> radio systems. Each department has programmed in several of the other department's <br /> frequencies allowing easy sharing of radio frequencies in joint operations. Eugene <br /> police units are dispatched out of tfae Central Lane Communications Center, Springfield <br /> from the Springfield dispatch center. The systems are APCO 25 compliant and meet all <br /> current and near-term narrow banding requirements. Although the Eugene and <br /> Springfield police departments each own and operate their separate radio systems; they <br /> have adopted the same equipment and standards. In actual practice, Eugene and <br /> Springfield field personnel use both systems as a single system. The primary limitations <br /> of the system lie in the two dispatch centers' inability to dispatch on all of the other <br /> agency's police frequencies. <br /> The Eugene Fire and Springfield Fire and Life Safety Departments each use similar and <br /> compatible VHF radio systems. Each department has the other agency's frequencies <br /> programmed in all radios allowing for day to day interoperability. Both departments are <br /> dispatched from the Central Lane Communications Center. In practice, the two <br /> departments work together daily: In a very real sense, Eugene and Springfield share a <br /> single fire and emergency medical radio system. While. all radio use is currently <br /> simplex, each agency is independently developing two (total four) duplexed, repeated <br /> channels for better coverage. The systems are now using narrow-band analog <br /> technologies that meet current and future 12.5 kHz channel requirements. <br /> Eugene Public Works uses a separate UHF analog radio system. It is dispatched out of <br /> its own dispatch center at the Public Works Yard at 1820 Roosevelt Blvd in Eugene. <br /> Springfield Public Works uses a separate simplex VHF radio system. It is dispatched <br /> out of the City Shops facility at 201 S. 18t" in Springfield. <br /> Eugene and Springfield Public Works departments do not currently have direct <br /> <br /> communications capabilities.
