As of 2004, federal Homeland Security grant funding is being allowed for <br /> analog solutions, but indications for the 2005 grant funding cycle are that all <br /> nteroperab/e communications grants will be required to adhere to the Project 25 <br /> standards." <br /> Assessment: UHF equipment currently in use by Eugene and Springfield Police <br /> Departments is in compliance with the digital APCO 25 standards. <br /> Trainin_g/Exercises <br /> • All personnel need to be trained in proper use of the command channel. <br /> • Need to train all personnel in emergency "abandon" signal. This is a single long <br /> air-horn blast. Also-need to test police units' ability to generate a sufficient <br /> warning signal. Unknown how PW units could generate such a signal <br /> • Exercises need to be conducted emphasizing use of the command channel and <br /> "abandon" signaling and protocol. <br /> <br /> Future Steps <br /> • A uniform method to account for personnel after an abandon signal is given, a <br /> catastrophic incident occurs, needs to be developed. Group will start by <br /> reviewing the fire service Employee Accountability Protocol to determine how it <br /> .can be adapted for the other emergency services. <br /> • Both cities keep one another updated on upgrades, changes to radio system that <br /> could enhance., impact back up plans. <br /> • If Springfield Public Works moves to the UHF system proposed by Springfield <br /> Police, both cities' police and public works agencies could be made fully <br /> interoperable. <br /> • We need to determine how to incorporate federally identified mutual aid <br /> frequencies into our system. <br /> • Identify coverage issues, especially in structures. Develop a plan to address <br /> those issues. <br /> • Develop plan to address appropriate use of MDC's. <br /> • Look at progression for activating, staffing and connecting various EOCs. <br /> • No current procedures for activating shared frequencies. <br /> • Need participation with utilities (power lines down, etc) more priorities for Public <br /> safety. <br /> 14 <br /> <br />
