REGION COUNTY <br />High Street to Hil and Street 2 Lane -20 <br />1) ESTIMATED RIGHT-0F-WAY IMPACTS (INCLUDING EASEMENTS, NUMBER OF PARCELS, ACREAGE, AND IMPROVEMENTS) <br />4 files, 1.1 acres of acquisition anticipated, one business relocation. <br />2) ESTIMATED TRAFFIC VOLUME, FLOW PATTERN, ANO SAFETY IMPACTS (INCLUDING CONSTRUCTION IMPACTS, DETOURS, ETC.) <br />10,000 ADT expected on new roadway. ORE 99W westbound connection becomes more direct. <br />3) ESTIMATED LAND USE AND SOCIOECONOMIC IMPACT (INCLUDING CONSISTENCY Wmi COMPREHENSIVE PLAN) <br />The new courthouse siting is providing an opportunity for urban renewal of this underutilized area. Anew <br />mixed-use neighborhood is envisioned. The planned improvements are consistent with the comprehensive <br />plan. <br />4) ESTIMATED WETLANDS, WATERWAYS, AND WATER QUALITY IMPACTS <br />None expected with proper construction site management and design of BMP's within the project. <br />Storm water runoff from planned transportation improvements will be routed to any existing piped system <br />that discharges to the Willamette River. <br />5) ESTIMATED BIOLOGICAL AND THREATENED 8 ENDANGERED SPECIES IMPACTS <br />Since most of this area has been impacted by past developed, there is no opportunity for impacting <br />T 8~ E~~peci~esQStorm wat~A discharge to the Willamette needs to be a consideration during design with this <br />There are 4 buildings that are dass~ed as historical in the area. The transportation improvements will not <br />impact any of these structures. <br />7) ESTIMATED PARK AND VISUAL IMPACTS <br />There should be no impacts from proposed improvements in the area since the existing area is already <br />developed and has a railroad main line and utility company structures separating the area from the <br />Willamette River and Park property, which is across the river from this area. <br />8) ESTIMATED AIR, NOISE, AND ENERGY IMPACTS <br />This project area is within an air quality attainment area. Noise impacts will need to be studied. <br />Traffic pattens will improve so no anticipated energy impacts. <br />9) ESTIMATED HAZMAT IMPACTS <br />There is no evidence of spills or hazardous materials generators on the. project site. <br />See attached DEQ letter of finding for the courthouse site. <br />10) PRELIMINARY IDENTIFICATION OF POTENTIAL AREAS OF CRITICAL CONCERN AND CONTROVERSIAL ISSUES <br />There is a group within the City. who has interest in returning the Mill Race bade into a open channel and <br />route it throught the court house site area. At this time the cost and benefit of such an improvement is bein <br />questioned.
