GSA expressed some concern regarding the availability of parking to serve the Courthouse <br /> District. The demand for parking should be viewed in two separate components: long term <br /> employee parking and short term, transient customer parking. Existing employee parking in the <br /> downtown core is in good supply and easily accessed via the existing pedestrian crossings. The <br /> 6"' Avenue sidewalk actually departs from the existing Federal parking lot. There are currently <br /> 192 spaces available in the combined Federal and private lots at this location. This parking area <br /> is approximately 600-700 feet from the new Federal Courthouse, well within walking distance <br /> for employee parking. <br /> The pedestrian crossing at Broadway provides a path of about 600 feet to approximately 500 <br /> parking spaces on private and public surface lots. An additiona1500 spaces are located one block <br /> further west, approximately 1,000 feet from the new Courthouse, in a combination of private and <br /> public parking garages and surface lots. <br /> Transient customer parking should be provided in closer proximity to the Courthouse facility. <br /> The City owns the remaining AutoCraft property to the south of the Courthouse. As we have <br /> discussed previously, this site could be used for parking as part of an interim short term parking <br /> solution. The AutoCraft site could be laid out to accommodate approximately 35 spaces. <br /> Existing private lots in the Courthouse. District will also be a source of transient parking supply. <br /> Existing private lots have a supply of approximately 40 spaces. The owner of these private lots, <br /> AGBI, LLC, is in discussions with Diamond Parking and other parking management firms <br /> <br /> regarding the configuration, pricing, and management of these lots. <br /> The City-owned property to the east of the Courthouse will be offered through a Request for <br /> Proposal process for private development. The City expects that parking will be incorporated <br /> into the development of this site but the amount and configuration of the parking is uncertain at <br /> this time. <br /> Courthouse District Development <br /> The City has been actively planning for the redevelopment of the Courthouse District for the last <br /> <br /> three years. Beginning with the Downtown Vision and the Courthouse District Concept Plan, <br /> and reaching conclusion in the Downtown Plan Update, the City has been moving forward with <br /> <br /> the necessary planning steps to facilitate the commerciaUmixed-use redevelopment of this area <br /> and accomplish the pedestrian and road connections to the downtown core. <br /> Specific planning accomplishments include: <br /> • City Council accepted the Courthouse District Concept Plan on July 31, 2002. The Plan <br /> includes the street redesign solution that provides a pedestrian crossing at 8"' Avenue and <br /> Mill Street and the re-routing of westbound Highway 99 traffic along the railroad north of the <br /> Courthouse site. Council directed that the substance of this Plan be included in the <br /> Downtown Plan Update.
