Summazv
The redevelopment of the Courthouse District is moving forwazd on several fronts: the mix of
City planning actions directed at facilitating development, the transportation system redesign to
enhance circulation and access, the public incentives and investments to support development,
and the market momentum that will be created by the Courthouse investment and the
redevelopment of the City-owned property. The development market has been eager to engage
with these opportunities and the City is looking forward to the build-out of the Courthouse
District in a manner consistent with the Downtown Vision, the Courthouse Concept Plan, and the
Downtown Plan Update.
The City's planning and design efforts to date have reinforced the conclusion, that the City and
the GSA reached mutually in March 2001, that the "Agripac" azea is an outstanding site for the
new Federal Courthouse. The City is diligently pursuing the local and Federal funding necessary
to implement the infrastructure design to fully connect the Courthouse District to the downtown
core. The City will reinforce the existing pedestrian connections and seek funding to implement
new connections to enhance pedestrian and vehicle circulation in the District. The City has been
working with local and regional development interests for many months and significant mazket
interest is focused on redevelopment opportunities in the Courthouse District.
The Courthouse project is an extremely positive development in Eugene's downtown and the
project enjoys ahigh-level of community support. The recent reaffirmation of the project by the
City Council, together with the positive endorsements of Downtown Eugene, Inc. and the Eugene
Area Chamber of Commerce are indicative of this broader community support. We invite
representatives of the GSA to visit Eugene to meet with community representatives to discuss
their support for the project. This would also give the GSA the opportunity to meet with
development interests that have expressed plans for the redevelopment in and around the
Courthouse District. (See Attachment S -Letters of Community Support)
In closing, we look forward to working with you further on these issues and other matters that

will arise as the Federal Courthouse project unfolds. The Courthouse development is of a quality
and a scale that will provide a catalyst for further positive development in the Courthouse District
and throughout the downtown core. Please be assured of this community's continuing support as

well as the active support of the City organization as the project proceeds.
cerely,

Dennis M.
