(See Attachment 1 -Transportation Solutions) <br /> As you know, substantial progress has been made on transportation issues. The following is a <br /> <br /> I review of the progress to date: <br /> • Gladding/Jackson, atransportation and urban design firm from Orlando, Florida, completed <br /> conceptual design on the road realignment. Kittleson and Associates provided volume <br /> anal sis and traffi <br /> c modelin on <br /> y g the proposed redesign. These designs were presented to <br /> Council in early 2002, together with the recommendation for the full build-out includin the <br /> g <br /> at-grade pedestrian crossin at 8a' Avenue and Mill Street. The Ore on De artment of <br /> g <br /> g <br /> p <br /> Transportation (ODOT) also received a briefing on redesign alternatives anti issues. <br /> • .The City Council approved the Courthouse District Concept Plan on July 31, 2002 and <br /> directed that the substance of the Plan be incorporated in the Downtown Plan Update. The <br /> Concept Plan included a detailed discussion and design layouts for the proposed <br /> transportation redesign. The Planning Commission, at its September 29, 2003 meeting, <br /> recommended adoption of the draft Downtown Plan Update to the City Council. Council <br /> will review and act on the Downtown Plan Update during the months of December 2003 and <br /> February 2004. <br /> • The City Council approved asix-year Capital Improvement Program on February 24, 2003 <br /> which includes construction of all transportation facilities necessary to implement both Phase <br /> 1 and Phase 2. <br /> • The Metropolitan Policy Committee (MPC) is the policy body for the Eugene-Springfield <br /> Metropolitan Planning Organization. The MPC included the project in its list of top priority <br /> projects for the TEA-21 reauthorization. This committee includes representatives from <br /> Eugene, Springfield, Lane County, and Lane Transit District. This action of the MPC is <br /> indicative of the deep level of interjurisdictional support for the Federal Courthouse project <br /> in Eugene. (See Attachment 2 -Letters of Support) <br /> The City has been aggressively pursuing funding for the full build-out "of the transportation <br /> infrastructure improvements to serve the Courthouse District, as noted by the following: <br /> • The City has included the Courthouse transportation improvements in the United Front (tJF) <br /> Agenda, beginning with the OF lobbying trip in March 2002. The OF is a collaborative <br /> lobbying effort among the Cities of Eugene and Springfield, Lane County, and Lane Transit <br /> District. These other jurisdictions and institutions axe supportive of the Eugene Courthouse <br /> project and related funding requests. The City has made the Courthouse project its top <br /> priority in the 2003 OF effort, and has made encouraging Congressional lobbying trips in <br /> .Marchand September 2003.
