Contribute to the vitality of the core of downtown, including the ongoing efforts to transform <br /> Broadway into a "great street" and Eighth Avenue into a "civic street." <br /> o Connect downtown to the river in a memorable, accessible way. <br /> Currently, the new courthouse area does not meet any of these four design goals. After <br /> extensive analysis and review, one alternative emerged as the preferred transportation option. <br /> This option presents the most balanced alternative to address the goals. ~ It includes the <br /> fallowing components: <br /> ? Reduce traffic flow on Highway 99 by extending Sixth Avenue along the railroad tracks, with a <br /> two, one-way, westbound travel lanes for Highway 99 traffic from Hilyard Street at Franklin <br /> Boulevard to Sixth Avenue west of Mill Street. <br /> ? Using the reduction in traffic flow on Highway 99, reuse part of Broadway/Highway 99 for a <br /> other purposes, such as wider sidewalks, landscaping, and on-street parking. a <br /> ? Provide pedestrian, bicyclist, and motorist crossing of Mill Street at Eighth Avenue, providing <br /> the essential connections with downtown. <br /> ? Redesign Eighth Avenue as a "civic street," with two-way traffic, on-street parTcing, and wide <br /> sidewalks.
