(fourth floor conference room at 858 Pearl) These improvements include the extension of 6th from <br /> High to Hilyard along the courthouse district and the shift from south and eastbound Highway 99 to this road and <br /> subsequent narrowing of Mill and Broadway while maintaining west and northbound Hwy 99 along Mill and Broadway. <br /> Here is a summary of current conditions, a staff recommendation and summary of the current draft of the IGA. <br /> Existing State Highway agreements <br /> City does the following work: <br /> Signals - we maintain and ODOT pays 50% <br /> Striping -City does with 100% reimbursement from state <br /> Street sweeping -our cost <br /> Snow removal -our cost <br /> Storm and Sanitary maintenance -our cost <br /> ODOT does <br /> landscape and median work <br /> potholes <br /> paving -curb to curb <br /> access management <br /> This applies on 6th and 7th where we believe it is City ROW with a state highway on it <br /> and on <br /> Mill/Broadway/Franklin that is ODOT ROW (?)with state highway <br /> City staff recommends the new 6th street along the courthouse district is handled much the same way <br /> We would like access management for Mill and Broadway to get turned over to the City to facilitate how the area <br /> redevelops <br /> Maintenace issues along Mill and Broadway stay with the current agreements (we may want to discuss a change for <br /> medians because they will be so cool with the new improvements for the courthouse district as we get further in our <br /> design work) <br /> THE CURRENT DRAFT IGA Language for our courthouse project <br /> Attachment 1 to the draft IGA, item 4 states that: <br /> "Agency (City) shall, at its own expense, maintain and operate the portion of the Project on Agency's property <br /> upon completion at a minimum level that is consistent with normal depreciation and/or service demand. State shall, at <br /> its own expense, maintain and operate the portion of the Project on State's property upon completion at a minimum <br /> level that is consistent with normal depreciation and/or service demand." <br /> don't see that this precludes any agreements regarding reimbursement for work or being efficient in the use of our <br /> forces, but when we met with ODOT last week most ODOT staff felt to get an understanding of where we will end up at <br /> the completion of this project and ensuring the language doesn't require us to do differently is essential. <br /> me <br /> 1 <br /> <br />
