If EWEB decides to re-allocate funds and service can <br /> no longer be provided in the time frame in the approved tentative PUD, what does <br /> the Eugene Planning Director need to do when reviewing the final PUD? Since <br /> EWEB can not officially request a modification to the approved PUD time line for <br /> construction, do changes in service delivery capability obligate the developer to <br /> demonstrate that through bonding or some other financing mechanism the cost to <br /> construct any needed EWEB facilities will be borne by the developer? Does the <br /> City have any obligation or ability to facilitate resolution?
