Buffalo Exchange (open 10-6 Monday through Saturday and Noon to 6 on Sunday). These <br /> are separated by concrete bumper blocks from further parking to the west signed as Diamond <br /> pay parking, which has another 92 designated spaces over to the west end of the Freight <br /> building, for a total of 230 spaces in this vicinity. <br /> 8. The Alternative IIA Option appears to propose elimination of all of the Diamond pay spaces, <br /> elimination of the separate Buffalo Exchange spaces and replacement with about 160 spaces <br /> by re-striping the lot for a net loss of approximately 70 spaces. There are about five angled <br /> spaces shown on the sketch east of the Freight building, but it is unclear how the access and <br /> circulation for those spaces is intended. <br /> <br /> 9. Current users of this lot have three points of ingress and egress, two of which are on 5th <br /> Avenue and one at the north end of Willamette Street. Without driveway adjustments, it <br /> appears that the proposed Alternative IIA Option would reduce that access to two points of <br /> ingress/egress, by placement of a curb or barrier between the Depot parking and commercial <br /> parking. This would reduce the total accessibility and circulation for all customers of the <br /> restaurant and commercial buildings at the east end of the site and may exacerbate the <br /> existing pedestrian/vehicle conflicts between the parking lot and the buildings. <br /> a <br /> I <br /> i <br /> j. <br /> i <br /> i <br /> f <br /> <br />
