Engineer <br /> From: Gary McNeel, Sr. Transportation Analyst <br /> Jim Dixon, Traffic Engineering Technician <br /> Subject: Eugene Depot Bus Access via Pearl Street <br /> Kurt/Chris, we have completed our analysis of the alternative access proposal depicted on The <br /> Eugene Depot Alternative IIA Option rough sketch provided by Kittelson & Associates, Inc. <br /> (their file reference number - I:projfile156351cdrfiles103-1315635p301.cdr). The sketch illustrates <br /> an approach from Pearl Street, providing a new roadway westerly along the south side of the <br /> railroad to the Eugene Depot. The sketch does not appear to be an engineered drawing and lacks <br /> detail on scale, dimensions, rights-of--way, or title block with designed or drawn by information. <br /> Based upon our analysis, we offer the following comments: <br /> 1. The proposal would require a re-routing of the Amtrak Thruway buses. Currently, buses <br /> proceed from westbound 6t" Avenue to northbound Willamette Street, east into the parking <br /> lot, utilizing the driving aisles through the lotto turn around for a westbound approach near <br /> the front of the Depot. The Alternative IIA Option with a new Pearl Street approach for the <br /> same vehicles, would require construction of approximately 300 feet of new roadway along <br /> the south railroad R/W. The new route would require the bus to execute a right turn from 6th <br /> to Pearl (inadequate radius), or right turn from 5 to Pearl (very inadequate radius), as shown j <br /> on the attached auto-turn diagrams, Other approaches such as 6tl'to Oak to Pearl, or <br /> southbound Pearl from 3ra/4~' were not evaluated due to the out-of-direction element of such <br /> routing. : , ~ ~.5 <br /> <br /> 2. The proposed driveway to the site would depart from Pearl Street approximately 130 feet <br /> north of the Pearl Street/5th Avenue intersection, sharing what appears to be a widened <br /> approach to separate the ingress portion of the Market District parking lot that currently <br /> provides space for approximately 39 cars. The area also facilitates many two, three and four <br /> axle delivery and service vehicles. Approximately 30 feet west of Pearl, the new roadway <br /> departs from the parking lot, continuing westerly along the north side of the lot. <br /> 5 ~ <br /> <br /> 3. This nearly half-block of Pearl Street between 5th Avenue and the railroad is often and <br /> randomly blocked by freight train activity at the grade crossing. This is the Union Pacific <br /> main line, which carries some 12-15 freight trains per day as well as Amtrak service. Our <br /> observations between 8:00 AM and 5:00 PM on Tuesday, April 8th noted 10 trains, one of <br /> Pagel of 3 <br /> _ _ <br /> <br />
