Kurt,
This is what that regional meeting was about that we hosted. for DI?Q several months ago. It appears that we
may be getting really close to getting funding or tax credits to help us expand our environme~ital prograYn. FYI.
Carlos
-----Original Message-----
From: Medearis, Larry [mailto:medeal@portptld.com]
Sent: Tuesday, November 18, 2003 11:03 AM
To: Mrazek, Steven (Steve)
Subject: FW: Energy Bill Approved
Great News!
-----Original Message-----
From: Kolodziej, Rich [mailto:RKolodziej@ngvc.org]
Sent: Tuesday, November 18, 2003 8:55 AM
To: NGV COMM
Subject: Energy Bill Approved
Except for a few administrative issues, the Energy Conference Committee has completed it's work, and will
be sending the final Energy Bill to the Senate and House for action. While there still is an outside chance that the
Senate Democrats could filibuster the bill, that appears unlikely since the bill was carefully crafted in the
conference meeting to get the 60 votes needed in the Senate to defeat a filibuster attempt. The addition of a
substantial new tax credit for biodiesel is believed to be the key_to Senate passage.
While we did not get everything in the final bill that we had lobbied for, this Energy Bill contains more financial
incentives for natural gas vehicles than any federal legislation ever passed --literally hundreds of millions of
dollars in grants and tax credits. In addition, the Bill includes other provisions that will make it easier for us to
expand our market. These include:
• A tax credit for the acquisition of light-, medium- and heavy-duty vehicles that ranges from $2,000 to
$28,000 depending on the vehicle size and emissions.
• An expansion of the tax deduction for new NGV fueling stations from $100,000 to $150,000 and an
extension of that deduction until 2008.
• Anew Green School Bus program under which $140,000,000 has been authorized for 2005 through
2007 for new alternative fuel school buses.
• An intermodel advanced vehicle demonstration program under which $200,000,000 has been
authorized for 15 cities to demonstrate NGVs and other clean vehicles.
• A mandate that federal agencies must operate their bi-fuel vehicles on the alternative fuel.

12/23/03
