will be compiled into a brief report and brought back to EPT for review.
Contact.• Neil Bjorklund, x5507
Strategy E: Develop and Adopt a City Integrated Pest Management Policy
Strategy: Adopt a policy to ensure the consistent application of integrated pest management (IPM)
practices throughout the city organization, and to guide the City's use of chemical pesticides. Provide
direction on (1) limiting pesticide application to the minimum necessary amount and frequency, (2)
limiting use of pesticides in riparian areas, (3) limiting use of chemicals toxic to hsh, and (4) citizen
outreach and notification.
Responsible work unit.• Public Works, Parks and Open Space Division
Progress to date: During FY03, POS Parks Operations staff conducted a comprehensive IPM
education and training session for all City Public Works Department staff involved in landscape
management operations. Attending were a large number of staff from the Department's Parks and Open
Space, Airport, and Wastewater Divisions. However, developing and adopting aCity-wide IPM policy
and implementing citizen outreach and notification will require staff resource that is currently not
dedicated to this task. This completion of this strategy was targeted for the ESA Salmon Outreach
Coordinator position, the funding for which has been cancelled. As such, no progress has been made
beyond the initial staff education component.
Staff Contact: Jack Long, x4895
F. Adopt a Eugene Native Plant List
Strategy: Administratively adopt a list of plant species native to the Eugene area. This list would be
used as a guide for both public and private landscaping and would be an educational tool for use within
the ESA/Salmon Outreach Program. This strategy does not include regulations. Also, review, and if
necessary, revise the City's street tree species list to emphasize use of native species.
Responsible work unit: Public Works, Parks and Open Space Division
Progress to date: Three plant lists were administratively adopted through the City Manager's
Office in February 2003: (1) a list of prohibited invasive plant species, (2) a list of discouraged
invasive plant species and (3) a list of native plant species that could be used as alternatives to
the non-native invasive species. A message from then City Manager Pro Tem Jim Carlson
conveyed the three lists to the Facilities, Public Works and Planning and Development
Department staffs with direction to use the lists. The educational component of the strategy is
on-going. Examples of education on the benefits of native plants and the disadvantages of
invasive plant species include a series of major articles on these topics in the April 2003 issue of
Stormwater Connections, a booth at the Eugene Home Show that focused on the environmental

benefits of landscaping with native plants, and a "naturescaping" workshop sponsored by the
Eugene Stream Team program in the spring of 2003. Staff also reviewed the City's list of street
