B. RECOMMENDATIONS TO THE CITY <br />OF EUGENE GOVERNMENT FOR <br />ACHIEVING THE VISION <br />1. Pui~licly Commit To Sustainable <br />I'raetiees acrd 1'o Businesses'I'hat <br />Produce Sustainable Products <br />and sen~ices <br />Government influences every aspect of <br />business and job development through its <br />bully pulpit, purchasing power, planning, <br />permitting and development policies, <br />incentives, tax policies, and role modeling. <br />One of the themes heard most frequently <br />during the SBI was the need for the City of <br />Eugene to declare publicly its commitment <br />to the use of sustainable practices and <br />to supporting businesses that produce <br />sustainable products and services. A public <br />declaration will send a strong signal to the <br />private sector that will help spur the adoption <br />of sustainable practices and the growth of <br />sustainable industries. It will also send a clear <br />message to City employees and other public <br />agencies that incorporating sustainability into <br />planning, policy, permitting and all forms of <br />decision-making is a priority. To reinforce its <br />commitment, we recommend that the City of <br />Eugene support the declaration with concrete <br />action on the recommendations that follow. <br />2. Estalalish an Office of Sustainabili.ty <br />within City Government <br />An office is needed to highlight the City <br />government's commitment to sustainability <br />and to champion and coordinate internal <br />City sustainability activities. This office <br />would support the work of the existing Green <br />Team, serve as a central clearinghouse of <br />sustainability information, staff the proposed <br />sustainability board/commission, and serve <br />as an official City link on sustainability to the <br />public. We recommend that this Office report <br />to the City Manager. <br />The specific res~ansibilities of the office <br />would include: <br />• Identifying resources as well as <br />sustainable products and services for <br />use internally and externally. <br />• Demonstrating leadership and <br />championing sustainability to City staff <br />and the public. <br />• Serving as an information-gathering <br />resource from the public to the City. <br />• Providing technical assistance to City <br />staff and identifying where community <br />members or businesses can obtain <br />technical assistance. <br />• Providing sustainability information <br />and education internally to City <br />employees and partnering with others <br />to provide it to the public. <br />• Coordinating sustainability policy <br />implementation within City <br />government. <br />• Identifying funding for the Office and <br />the (proposed) CommissionBoard that <br />does not take funding away from <br />other needs. <br />• Alone and in concert with other private <br />and public organizations, establishing <br />and delivering recognition and awards to <br />organizations that excel in sustainability. <br />• Staffing the (proposed) SusEainability <br />Commission (see below) <br />3.
