PURPOSE <br />The purpose of this agenda topic is to present the results of the parcel/corridor impact evaluation of water <br />quality protected waterways, and a summary of the final Stormwater Management team's <br />recommendations related to: criteria, map, ordinance, enforcement strategy, and financial impacts. The <br />Stormwater Policy team is being asked to review, this information, consider options for proceeding, and <br />decide on the appropriate path forward. A draft Public Outreach Plan has also been developed for Policy <br />team review and direction. <br />II. POLICY TEAM DIRECTION <br />Preliminary water quality protected waterways were identified on the Water Quality Protected Waterways <br />by Protection Criteria map, provided with the March 8, 2005 Stormwater Policy team memo. The <br />waterways identified for protection on the map met the set of water quality-related criteria provided in the <br />March 8, 2005 SWPT memo (i.e. 303(d) waterway, or direct tributary to a 303(d) waterway, or headwater <br />stream, excluding roadside ditches). Proposed protection measures for waterways on the map based upon <br />the Center for Watershed Protections' Site Planning for Urban Strearrc Protection (December 1995) were <br />presented to the SWPT in November 2004 and include athree-zone buffer area totaling 75 feet each side <br />of a waterway. Proposed criteria, map, enforcement strategy, high-level ordinance provisions and. <br />financial impacts have been discussed previously with the Stormwater Policy team from November 2003 <br />to July 2005. <br />The most recent Policy team direction on the topic of water quality protected waterways was provided in <br />March 2005, when staff was directed to: <br />1. Evaluate the existing level of impact to these waterways, to determine whether or not there was <br />adequate water quality function to protect; and <br />2. Evaluate the feasibility of applying buffers as proposed given the degree of impact to these <br />waterways, and <br />3. Determine the impact to public lands versus private lands. <br />The Policy team asked that the evaluation results be reviewed by the Management team and the Policy <br />team prior to beginning any public outreach. <br />IILPARCEL/CORRIDOR IMPACT EVALUATION <br />In response to the March 2005 Policy team direction, the existing level of impact and feasibility of <br />applying buffers to water quality waterways was evaluated.
