The City's participation in a project is typically to achieve a community <br />benefit, as in the low income housing program. If the City is providing the majority of funding fora pro- <br />ject and can fund additional project costs, it may be feasible to require that the project developer meet the <br />City's sustainable building policy. Where the City is a minority investor in, larger project, the recom- <br />mendation is that the City should encourage the project developer to inco = e the. City's sustainable <br />building policy to the extent financially feasible. ~. <br />Another consideration is whether a sustainable building policy makes~any distinction between new con- <br />struction, including major renovations, versus the ongoing mai~tenauce of eaistinQ buildings. New con- <br />struction or major renovation projects have an opportunity to,iu~c:lucte wide rangy ..sustainable building <br />elements from the beginning of a project. By contrast sustainability for an csisting building often <br />focuses on improving ongoing- maintenance and operating practices, and upgrades tc~ a u' ment and <br />systems, rather than large scale structural changes. With <br />approximately 125 buildings in the City's ins cntory; the approach is to adept sustainable practices as <br />standard operating procedures applicable to all e~i st i n ~~~ C i t v buildings ratJicr than focusing on individual <br />.buildings. The assumption is that the total beiiciits ~~ill h~y~r~ater h'improving the way services are <br />provided to the entire building~in-ventory, rather thhu ncl~ressing a sincle building at a time. <br />What's the Standard? <br />It is recommended t~~,t the Cite adapt€the LEEDTM (lead rship in Energy and Environmental Design) <br />Green Building Rating System a~ the ~ zri fiable standard or measuring the implementation of sustainable <br />building practices. Created by the U.S. Green $;~aildin~ Council (USGBC), LEED is a voluntary, consen- <br />sus-based national standard for devclopilig hit. ~,pet~formance, sustainable buildings. -Members of the <br />USGBC rej~rescntingll s~g;ments of thebuilding industry developed LEED and continue to contribute to <br />its evotion. The City of .Eugene has been an active member of the USGBC since 2000. <br />LEED is aci i~~iependent, third-parry certification system created to: <br />• define "green building" by establishing a common standard of measurement <br />• promote integrated, whole-building design practices <br />• recognize dnviionmental leadership in the building industry <br />• stimulate green cumpelition <br />• raise consumer a«iareness of green building benefits. <br />• transform the building market <br />LEED provides a complete framework for assessing building performance and meeting sustainability <br />goals. Based on well-founded scientific standards, LEED emphasizes state of the art strategies for sus- <br />tainable site development, water savings, energy efficiency, materials selection, and indoor environmental <br />quality.
