AGENDA ITEM SUMMARY <br /> December 4, 2006 <br /> TO: Eugene Planning Commission <br /> FROM: Therese Walch, Public Works Department, Wastewater Division <br /> SUBJECT: Introduction to Water Quality Protected Waterways Proposal <br /> ACTION REQUESTED: None. Following work session and public hearing scheduled for <br /> January 23, 2007, the Planning Commission will be asked to recommend to the City Council <br /> approval of land use code amendments that would implement water quality protections for. <br /> certain local waterways. <br /> BRIEFING STATEMENT: On December 11, 2006, in preparation for a Planning <br /> Commission work session and public hearing scheduled for January 2007, staff will present an <br /> introduction to the proposed waterway protections for water quality. The introduction will <br /> include background on the federal Clean Water Act, Statewide Planning Goal 6 and Eugene's <br /> Comprehensive Stormwater Management Plan, as well as the distinctions between the water <br /> quality waterways proposal and the recently adopted Goa15 Water Resources Conservation <br /> Overlay code amendments. <br /> BACKGROUND: Several of our local waterways are not meeting water quality standards, <br /> and are at risk from additional development impacts that would further degrade water quality. <br /> In order to prevent additional impacts .and in order to comply with federal water quality <br /> requirements to bring these impaired waterways back into compliance, staff will be proposing <br /> adoption of regulations that accomplish the following objectives: 1) protect waterways that <br /> have been identified by the state as water quality impaired; 2) protect waterways_that drain <br /> directly into a water quality impaired waterway; and 3) protect waterways that are particularly <br /> sensitive to adverse impacts from development. The proposed water quality regulations are <br /> also intended to meet the requirements of Statewide Planning Goa16 to maintain and improve <br /> the quality of the air, water, and land resources of the State. Additionally, the proposed <br /> regulations are necessary to meet local comprehensive stormwater management goals and to <br /> maintain and improve the water quality of waterways throughout the City..
