COREY Kurt A
From: CAHILL Michelle R
Sent: Thursday, January 29, 2004 11:12 AM
To: *Eugene Delta Ponds; Joseph Mark (Mark) M NWP Dasso (E-mail);
'John.d.todd@usace.army.mil ; 'Christine.r.ferguson@usace.army.mil'
Cc: HANSEN Alissa H
Subject: Delta Ponds Greenway Permit and Zone Change Public Hearing
Hearings Official Virginia Gustafson held a public hearing last Hite (Jan 28, 2004 @ 5pm) on the City's application to
change the zone of some city property from residential to public land and to allow the Delta Ponds project to occur within
the Willamette Greenway. Eight written documents were submitted into the record and four citizens testified. We will
receive a decision within 15 days. Alissa Hansen is the planner for the project and Teri Harding from Satre Associates
represented the applicants (City). Both gave good presentations regarding the applications.
None of the testimony (after some clarification about what was being requested.) opposed the project or the permit and
zone change request. One person spoke to withdraw written testimony after what was proposed was clarified.
Ken Tollenar (former councilor and Cal Young neighborhood activist), Chris Madision representing Representative Robert
Ackerman and Rob Cook representing Lane Independent Living Alliance (LILA) all spoke in support of the project.
A short summary of comments:
Mr. Ken Tollenar supported the project and congratulated staff on excellent work. He did a great job of expressing the long
history of Delta ponds and the many efforts in support of this jewel. He expressed disappointment in the area east of Delta
Highway (that is in private residential ownership) not being a "part of the project" and noted duckweed, algae and (other?)
undesireable elements that he would hope would be eliminated improved on with this work. (in response I noted the
private property and the analysis of the benefit related to cost that were factors in determining the location of the project
boundary. I also noted the hydrology is anticipated to change in this area which may address some of the concerns).
Mr. Chris Madison said Representative Ackerman strongly supported this project and also spoke about the importance of
the Greenway zone and how well this project meet the idea of the greenway - to balance development and nature and
public access to nature.
Mr. Rob Cook expressed gratitude in the efforts made for accessibility on this project and elsewhere in the community and
noted 32% of the county population have significant disabilities and that population will be well served by this project.
The written testimony includes letters from LILA and an ajdacent property owners, emails from Dave Sohm (representing
several Rotary Clubs), three nearby property owners and Lane County Transportation Planning staff Bill Morgan.

Thanks to everyones hard work to get us to this major milestone on this project.
me
