I greatly appreciate the interest and support you and the Board <br /> of Commissioners have indicated for this concept and wish to assure you that the City of Eugene is also <br /> very interested in seeing whether a mutually satisfactory agreement can be reached. <br /> As you suggested, there are a number of perspectives on the issue. The respective City Councils of <br /> Eugene and Springfield have, in my estimation, made it clear they are willing to thoughtfully consider <br /> Coburg's request, but only to the extent existing ratepayers are kept whole. This has become the crux of <br /> the debate, as neither organization is in a good position to provide the financial and staffing resources <br /> necessary to produce the study that would help determine the financial viability of the request. . <br /> It is my understanding you may wish to suggest that Lane County provide some up-front economic <br /> development fiinding to move ahead with such a study, with the hope that the results would provide a cost <br /> estimate on which all of the stakeholders can agree. That, in turn, would help determine whether the <br /> Coburg request (ancUor any similar future request) is financially feasible. As there has admittedly been a <br /> disparity in the cost estimates we have seen since this discussion commenced several months ago, I . <br /> believe the most productive way to proceed is to identify a common nrimber.
