MWMC structure, Coburg does not need to, and does not seek to become a member of MWMC. <br /> Coburg only seeks permission to connect to MWMC under terms that are fair to Coburg and to <br /> MWMC and its members. <br /> The projected flow from Coburg would never be much more than one percent of the total <br /> flow to the MWMC plant. Coburg expects to have to pay MWMC SDCs and rates when it <br /> connects for those connecting and later for any new connections in Coburg. Coburg expects to <br /> pay for all construction costs, and for all the other approvals and decisions that will be necessary <br /> to complete the connection. Coburg does not seek monetary support from Eugene or Springfield <br /> or Lane County or from MWMC. What Coburg seeks now is for the Joint Elected Officials to <br /> set the general principles to allow Coburg to connect to MWMC in a way that is fair to all. <br /> The principles that Coburg feels would be fair for the MWMC and for Coburg include the <br /> <br /> .following: <br /> - That Coburg should pay all the costs associated with building to and connecting with the <br /> MWMC system. <br /> - That Coburg pay an MWMC SDC based on the initial expected flow, and pay additional <br /> MWMC SDCs if new users are added <br /> - That Coburg's connection to MWMC be treated like Eugene and Springfield's <br /> connection, so that Coburg users be expected to pay MWMC rates and Coburg rates and <br /> not expected to pay additional city rates, but without the need for Coburg to become a <br /> member of MWMC. <br /> - .That the Joint Elected Officials make a policy decision and direct staff to facilitate <br /> Coburg's connection to MWMC as quickly as possible, given the additional <br /> construction, permit and other work to be accomplished. <br /> A decision by the joint elected Officials now is an appropriate first step. There will be many <br /> more steps before Coburg can connect, including additional visits to the Joint Elected Officials <br /> on such issues as an amendment to the Metro Plan. But all of these things can only move <br /> forward after you take the first step and indicate that there is a place for Coburg and for your <br /> residents who are and will be working in Coburg to connect to MWMC. <br /> _ - <br /> <br />
