By the end of the three jurisdictions' public hearings, Coburg will have laid <br /> their request properly before all of the governing bodies. When we discussed this matter <br /> at SEL the last time, it was agreed that the City Managers would be "point contacts" on <br /> this matter, because it's now beyond the jurisdiction of MWMC. It seems that through this <br /> hearing process, someone needs to provide the elected officials and Coburg with some <br /> response (but not MWMC). Here are some random thoughts which might be considered in such <br /> a <br /> reply: <br /> The jurisdictions could acknowledge the request and direct City/County staff to develop an <br /> "issue paper" framing the issues that would need to be <br /> considered/addressed/studied/deliberated by the three jurisdictions prior to accommodating <br /> such a request. <br /> The individual jurisdictions could decide amongst themselves whether (due to their own <br /> policy considerations) they are willing to consider Coburg's <br /> request, and if not...... if so, refer it to MPC for discussion? Then MPC <br /> might frame the .issues and direct that further study be conducted. <br /> Presumably, Springfield and Eugene Regional Wastewater Program staff would be assigned to <br /> work on this matter, which is fine, however, everyone needs to know that until the MWMC <br /> Facilities Plan, SDC Methodology, Budget, CIP and Rates for FY04-05 are settled, we have <br /> no staff resources available to support a study/evaluation of the issues. <br /> Even if funding is available to support a study, as Mayor Volta suggests, <br /> Eugene/Springfield staffing and resources are needed to manage such a process as well as <br /> the public policy discussions (remember the leachate line). This would need to be <br /> addressed budgetarily and programatically. Rough estimates of the amount of staff, legal, <br /> consultant resources we have expended over the past year just in responding to the Home <br /> Builders issues/concerns/and requests for information are currently between $500K and <br /> $600K, which has maxed out our ability to be responsive to much else. <br /> We need to keep in mind that the MWMC Facilities Plan is aggressive necessarily, requires <br /> new staff and construction of staging facilities along with project design and <br /> construction in the next year, which will be a significant "gear up" job just to keep pace <br /> with the schedule.
