GOVERNANCE: <br /> <br /> The MWMC Governing Bodies will need to decide the following <br /> • Whether current work load and resource constraints provide agency ability to <br /> conduct the ground work and decision making processes, and if not, how to <br /> address the need and how to determine a time frame for the work <br /> • Whether they are agreeable to undertake changes necessary to accommodate <br /> Coburg-overall public/political acceptability <br /> • Whether Coburg would be served as a "customer" or a "partner," and how <br /> accountabilit /re resentation would be rovided for Coburg customers (note: <br /> y p p <br /> Administration costs for Coburg could vary significantly based on outcome) <br /> • Level of accountability, liability Coburg would share in joining MWMC 1VPDES <br /> permit and its conditions/requirements <br /> • How much ongoing monitoring, reporting, system maintenance/rehabilitation and <br /> formal asset management Coburg would be required to commit to in order to <br /> maintain long term system integrity and accountability for permit compliance <br /> • How would violations and enforcement be handled <br /> • Ownership and maintenance of major facilities such as large force mains and <br /> pump stations <br /> • How to address long-rang community growth implications relative to the Eugene- <br /> Springfield Metropolitan Area General Plan, and the MWMC partner governing <br /> bodies' objectives <br /> • How to address/amend existing Metro Plan policies and constraints <br /> • How Boundary Commission approval would be sought and by whom, and <br /> whether the Boundary Commission would be likely to approval such a request as <br /> consistent with the policies of the Metro Plan and state law <br /> • The relationship of the Coburg request to other potential extra-territorial extension <br /> requests for service (such as the Short Mountain Landfill leachate line, and/or <br /> other community requests that might arise out of the Region 2050 planning <br /> effort), and whether criteria should be applied determine when MWMC could <br /> authorize certain service connections in the future <br /> Page 4 <br /> _ _ _ _ <br /> _ <br /> <br />
