In fact, the City staffs do <br /> not have time to do the work themselves so the two Cities are willing to use a consultant to do the work, as long as <br /> Coburg or someone else provides the money to cover the cost of their consultant and a reduced effort from City staff. <br /> Being able to assure the City Councils of Eugene and Springfield that their number will be derived somewhat <br /> independently by the Cities in the manner desired by the Cities must be balanced with the ability to assure Coburg that <br /> fair and professionally acceptable methodology will be used to derive the number. As you work on the application for <br /> County funding, I'll appreciate it if you will do whatever you can to help make sure this is understood by everyone <br /> involved. I'll very briefly summarize what I think were the main points of our 10 minutes <br /> conversation: <br /> • Milo knows a consultant (not Jack) who will help him draft a rough Scope of Work to be done with the County <br /> money merely so he doesn't begin with a blank sheet of paper when he meets with us (see next bullet). <br /> ¦ Milo will then contact me to arrange a meeting with us (staff reps of the Cities of Eugene and Springfield). This <br /> meeting will occur before he begins drafting the application. He will seek our comments on the draft Scope of <br /> Work and any additional input and instructions, etc. <br /> ¦ Eugene and Springfield staff need to define the "us" who will meet with him and we will do that very quickly so <br /> that he is not delayed. As of now, Eugene staff will be lead on this project. <br /> • Milo will complete the application, then will meet with us again for final review before submittal. I told Milo that <br /> our goal should be to get it submitted in time for the Feb 2"d County meeting that Faye alluded to during this <br /> morning's MWMC meeting, if possible. <br /> ¦ Milo concurred that the application must say the funding will pay for City staff costs, as well as for consultants <br /> otherwise, the Cities won't accept the money or proceed with the work. <br /> • MWMC's role is to facilitate the two Cities' getting the money and hiring consultant(s) in an expeditious and <br /> efficient manner, but the work is being done by the Cities in an attempt to refine the Cities' charge for Coburg <br /> to hook up to the metro system. Milo said that if for any reason MWMC cannot continue in its facilitative role, <br /> LCOG can step in in such a role and can probably provide very expeditious and efficient procurement of <br /> services. I thanked Milo for that offer and said we'll keep it in mind but that LCOG is generally perceived by <br /> the Cities to "be" Coburg on this issue, so the Cities might perceive LCOG's participation to not be <br /> appropriate. <br /> ¦ Milo hopes that the Cities and MWMC end up using Debbie Galardi. <br /> ¦ Milo hopes that Coburg (anyone not from the Cities of Eugene and Springfield working for Coburg or on <br /> Coburg's behalf) can be "involved" enough such when the final number is derived those Coburg people can <br /> say that Coburg concurs with the number and the way it was derived. <br /> ¦ I hope for the same result and that Coburg can be "involved" but warned that if Coburg is perceived to be "too <br /> .participative" in the derivation of the number, it is possible that the Cities might view Coburg's participation as <br /> "interterence" and it might render the work and its product less credible to the Cities. I said the Cities already ' <br /> know what Coburg's suggested range is and it is a relatively small range, so this particular work effort is not to <br /> refine Coburg's number but to refine the Cities' rather large range down to a small range or a specific number. <br /> So, we'll want to find an acceptable and balanced way for Coburg to be involved. <br /> I yield to you guys to decide who we want to meet with Milo to guide his writing of the application. <br /> <br /> 1/30/2006 <br /> <br />
