It was good to get together and <br /> compare notes on what needs to be done to answer the questions, concerning the feasibility and <br /> cost of Coburg connecting to-the MWMC system. <br /> We came out`of the meeting With a sense of purpose and a hope that we can move toward an <br /> answer quickly. The advice we received is that: we need a neutral :party to prepare a professional <br /> analysis of the costs of service for Coburg calculated consistent with nationally recognized <br /> methods applicable to customers located outside of the geographical limits of a govemment- <br /> owned utility. It is important for us to -have an answer by early summer so thatwe can share'the <br /> results with the interested parties in Washington, D.C..as they move toward implementing the. <br /> United Front requests we will be making soon: The'two important characteristics of this project <br /> must be speed and quality. This will only be successful if it is a joint project, where Coburg, <br /> Eugene'and Springfield staff are closely involved with-the consultant, but the consultant's work <br /> is ultimately his or her own. <br /> As was mentoned`during the meeting, ;Coburg has. had some preliminary discussions with a <br /> utility and infrastructure finance consultant, Shaun Pigott about common methods of calculating <br /> the cost of-new users connecting to existing wastewater-systems. Coburg intends: to ask Mr. <br /> Pigott to prepare a preliminary scope of work for a financial analysis and cost of-service options <br /> for treatment of Coburg wastewater by the'MWMC system. When we have that preliminary:... <br /> scope of work, Coburg hopes to work collaboratively with MWMC allocated staff to refine the <br /> scope of work and secure the ervices of a qualified consultant as quickly as possible. Tt is our <br /> assumption that Coburg will be responsible for securing the necessary funding for this endeavor <br /> including the cost: of Eugene and Springfield staff involvement.
