It was good to get together and compare notes on what needs to be done to answer the questions, concerning the feasibility and cost of Coburg connecting to-the MWMC system. We came out`of the meeting With a sense of purpose and a hope that we can move toward an answer quickly. The advice we received is that: we need a neutral :party to prepare a professional analysis of the costs of service for Coburg calculated consistent with nationally recognized methods applicable to customers located outside of the geographical limits of a govemment- owned utility. It is important for us to -have an answer by early summer so thatwe can share'the results with the interested parties in Washington, D.C..as they move toward implementing the. United Front requests we will be making soon: The'two important characteristics of this project must be speed and quality. This will only be successful if it is a joint project, where Coburg, Eugene'and Springfield staff are closely involved with-the consultant, but the consultant's work is ultimately his or her own. As was mentoned`during the meeting, ;Coburg has. had some preliminary discussions with a utility and infrastructure finance consultant, Shaun Pigott about common methods of calculating the cost of-new users connecting to existing wastewater-systems. Coburg intends: to ask Mr. Pigott to prepare a preliminary scope of work for a financial analysis and cost of-service options for treatment of Coburg wastewater by the'MWMC system. When we have that preliminary:... scope of work, Coburg hopes to work collaboratively with MWMC allocated staff to refine the scope of work and secure the ervices of a qualified consultant as quickly as possible. Tt is our assumption that Coburg will be responsible for securing the necessary funding for this endeavor including the cost: of Eugene and Springfield staff involvement.
