Thanks again for taking time to meet with me last Friday.
For a Friday the 13th session, I thought it was very productive. I appreciate all the
time you took with me to talk through the issues.
I realize the issues around wastewater management in the region are complex, involve both
political and technical'~:oncerns, and will take time to sort out. I thought we made good
progress on Friday.:,; My notes indicate there was general agreement to the following next
steps:
Coburg and MWMC will jointly seek County funds to retain a consultant to refine/determine
the cost to connect Coburg to the existing MWMC system. This process was estimated to cost
approximately $200,000 and take 3 months. As I mentioned, an answer by June 2006 would be
preferable, by August 2006 at<-the latest. Tony will check on availability of County
funds, while Kurt and Dan will :confirm authorizations for MWMC to proceed. I understood
both would recommend to their respective jurisdictions to proceed with this approach. The
MWMC board will"be briefed at the next available opportunity. In the meantime, the United
Front partners will compile a OF request that focuses on agreed upon project/cost elements
(engineering, design, laterals,
etc.) for use during the March 2006 DC trip.
Ultimately, I think it will be helpful if the consultant's report includes some discussion
or reference to the following issues:
- Status of Junction Cityls request to connect to .MWMC, and how it relates, if at all,
to the Coburg connection (i.e. cost, methodology, timeline).
- Identifies the 3two exceptions to the limitation to extending sewers outside of the
UGBZ already included in the Metro Plan.
- Identifies how the cost calculation methodology compares to that used to determine
costs of adding Turner to regional wastewater system in Salem?
- Identifies how the cost calculation methodology compares to any standard methodology
in the industry, such as that by national associations?
I think including references on these points will enhance the credibility of any
justifications we generate regarding costs, and further inform decisions by policy-makers.
I hope this overview is helpful and accurate. Please let me know if I've omitted any
major details. Otherwise, I'll look forward to hearing updates at your convenience.
Thanks again for a taking time to meet with me. best wishes, Kirk
Kirk Bailey
Smith Dawson & Andrews
1000 Connecticut Ave. NW
Suite 302

Washington DC 20036
202.835.0740 office
202.775.8526 fax
202.468.9590 mobile
kirk@sda-inc.com
1
_ _ _
