There has been no further formal communication to the County's Economic Development Committee about an
application for funding for the project. Milo has had some informal discussions with Faye Stewart and Bill Van
Vactor, and there is the potential that funding could be approved administratively rather than through the
Committee. Milo will check in with Commissioner Stewart when the Commissioner returns next week from the
United Front trip to Washington DC. Based upon the initial cost estimates for the project (City staff plus
consultant costs) the County will not be able to fund the entire project, and Milo has had discussions with state
staff about some additional level of funding from the state.
One issue which came up in the discussions about the project was the involvement of interested parties, or
stakeholders, in the project. Susie and I were clear that the project management and decision-making authority
remains with Eugene and Springfield, however there would be a value in providing information and opportunities
for input to stakeholders. We would suggest to you that we invite the County, Coburg, and the state (assuming
they actually provide some funding) to be identify representatives to be informed of the project and offered
opportunities for input. This could be a politically sensitive issue, therefore we would like your feedback on the
concept. At this point, Susie and I are thinking of having up to three meetings with the stakeholder reps during
the project, to brief them on the project scope, methodology to be used, and the findings.
Current estimates of project timing are that funding will be identified by mid-April, with a supplemental budget

request to MWMC and the Springfield Council in late April, contractor selection by mid-May, and project
completion sometime in June.
Peter Ruffier
Director, Wastewater Division
Phone: 541.682.8606
Fax: 541.682.8601
2
