Funded and Unfunded Programs
Because of the wide gap between transportation needs and available resources, transportation
projects are separated into the Six-Year Funded Program and an Unfunded Program. The
individual project costs listed in the Table of Unfunded Projects are only budget planning
estimates, and are generally not based on detailed cost estimates.
Several ongoing programs have been partially funded in the CIP. Because these programs are not
currently eligible for System Development Charge Funds or financing through property owner
assessments, the primary source of funding for these program areas is the City's Transportation
Utility Fund (TUF). The programs shown to receive TUF funds .are:
• .Neighborhood Traffic Calming;
• Sidewalk Access Ramps;
• Street Lighting (Residential);
• Street Tree Stocking and Planting Program.
The CIP includes $270,000 in federal Surface Transportation Program (STP) funds per year for

" high priority bikeway projects. These funds will be matched with $30,000 in Transportation
System Development Charge Funds. Historically, the City has participated in the Fund Exchange
Program with ODOT. Federal STP funds were exchanged'for state funds and provided to the city
with greater flexibility in the use of the funds. However, the metropolitan area was recently
designated. a Transportation Management Area. when its population exceeded 200,000.- The City
is no longer eligible to participate in the Fund Exchange Program. However, it is anticipated that
the City will receive additional federal funds and this is reflected in the funding of the Street and
Alley Preservation and the High Priority Bikeways projects.
City of Eugene 2004 - 2009 Capital Improvement Program
Page 3
r
