Funded and Unfunded Programs <br /> Because of the wide gap between transportation needs and available resources, transportation <br /> projects are separated into the Six-Year Funded Program and an Unfunded Program. The <br /> individual project costs listed in the Table of Unfunded Projects are only budget planning <br /> estimates, and are generally not based on detailed cost estimates. <br /> Several ongoing programs have been partially funded in the CIP. Because these programs are not <br /> currently eligible for System Development Charge Funds or financing through property owner <br /> assessments, the primary source of funding for these program areas is the City's Transportation <br /> Utility Fund (TUF). The programs shown to receive TUF funds .are: <br /> • .Neighborhood Traffic Calming; <br /> • Sidewalk Access Ramps; <br /> • Street Lighting (Residential); <br /> • Street Tree Stocking and Planting Program. <br /> The CIP includes $270,000 in federal Surface Transportation Program (STP) funds per year for <br /> <br /> " high priority bikeway projects. These funds will be matched with $30,000 in Transportation <br /> System Development Charge Funds. Historically, the City has participated in the Fund Exchange <br /> Program with ODOT. Federal STP funds were exchanged'for state funds and provided to the city <br /> with greater flexibility in the use of the funds. However, the metropolitan area was recently <br /> designated. a Transportation Management Area. when its population exceeded 200,000.- The City <br /> is no longer eligible to participate in the Fund Exchange Program.
