Airport <br /> Capital protects for the Eugene Airport are outlined in and structured by the Eugene Airport <br /> Master Plan Update and the five year Federal Aviation Administration (FAA) Capital <br /> <br /> Improvement Plan.. These documents provide for the planned development of the Airport <br /> property and facilities to accommodate future aviation demand while remaining compatible with <br /> the environment and community development. Project priorities-are determined through a <br /> process based on the adopted Master Plan Update and FAA approval; The Airport Advisory <br /> Committee provides direction and citizen input for this process. <br /> An update of the 1990 Eugene Airport Master Plan was initiated in March 1998 and was <br /> completed in Apri12000 with the adoption of the plan. The Master Plan Update refined the <br /> preexisting Master Plan, but many projects remained unchanged from the preexisting plan. This <br /> document established a new five year Federal Aviation Administration (FAA) Capital <br /> Improvement Plan for the Eugene Airport. <br /> Project Categories <br /> Airport projects are described in one of two ways: <br /> 1. Site and Facility Improvements -Projects in this category include modifications andlor <br /> additions to existing facilities to meet operational, safety and cost-efficiency goals. <br /> 2. New Capital Facilities -These projects result in a new asset. <br /> The primary proj ect is the construction of the Parallel Runway. Smaller proj ects include <br /> improvements to the Airport entrance road, Terminal road (Douglas Drive) and airfield service <br /> roads, the installation of a facility to wash aircraft and capture wastewater; and the construction <br /> of a new taxiway. <br /> Funding <br /> Eugene Airport's capital projects receive the majority of their funding from FAA grants. The <br /> FAA grants include money from both an Entitlement Fund and a Discretionary Fund. Levels of <br /> available Discretionary Funds are subject to Congressional legislation and are subject to the <br /> FAA's priority system.
