<br /> ~1 <br /> k I~'. <br /> • <br /> PUpUC WCRKS <br /> M E M O R A N D U M <br /> T0: Roads Advisory Committee <br /> FROM: Tom Stinchfield, Transportation Planning Engineer <br /> DATE: January 31, 2007 <br /> SUBJECT: 08-12 DRAFT Capital Improvement Program (CIP) <br /> Recommended Action: Release the January 31, 2007 draft 08-12 Capital <br /> Improvement Program for public review and set the Roads Advisory Committee public <br /> hearing on the draft CIP for February 28, 2007. <br /> Overview of Financial Situation for the CIP <br /> As you know from previous briefings by the Public Works Director, the Lane County <br /> Road Fund faces major uncertainties due to lack of congressional action to renew, <br /> extend, or replace the Secure Rural Schools and Community Self-Determination Act of <br /> 2000. Thislegislation has expired and the last payment of timber receipts to the Road <br /> Fund has been made. Without subsequent action, Lane County. timber receipts will <br /> drop by approximately $18 million next fiscal year. This creates extremely difficult <br /> budget issues for Lane County. One of these is the Capital Improvement Program.. <br /> Staff have prepared a draft 08-12 CIP that largely continues funding for projects <br /> included in the 07-11 CIP adopted by the Board of Commissioners in May 2006. We <br /> have included a note on the document which states: <br /> This January 31, 2007 draft of the FY 07/08 through. FY 11/12 Lane County Capital <br /> Improvement Program assumes reauthorization or extension of the Secure Rural <br /> Schools Act, or similar legislation to continue the paymenf of timber receipts to the Lane <br /> County Road Fund at current levels. It also assumes there will be action on this <br /> legislation prior to adoption of the CIP by the Board of Commissioners in May, 2007. If <br /> there is no resolution of the timber receipts issue by then for FY 07/08, .then this <br /> program will be substantially reduced in scope. <br /> Our recommendation at this time is to release this draft "status quo" program for public <br /> hearing in February according to the normal schedule. After the close of the public <br /> record, staff will revisit the financial situation with the Roads Advisory Committee (RAC) <br /> of your March meeting.. If there has been no action in Congress, staff will be <br /> recommending a severely scaled back CIP.. It appears that this will force cancellation of <br /> all funding for modernization projects in the General Construction category. We will <br /> 1 <br /> <br />
