A City staff group <br /> is working with private telecommunications providers who are interested a Fire Station site and use <br /> of several ROW sites. We anticipate similar requests to use City property in the future. The <br /> existing agreements with providers which were established prior to the Federal Telecommunications <br /> Act and prior to the Council's work on telecommunications policies are serving as a helpful <br /> reference for policies to guide future negotiations. While there are many issues to consider when <br /> developing a consistent approach to leasing City space to telecommunications providers, this memo <br /> focuses on establishing a municipal process. <br /> Background <br /> The City Council adopted a set of telecommunications policies which were developed by the Council <br /> Committee on Telecommunications. As we developed the internal policies, we paid close attention <br /> to telecom policies #2, #7, and #8. <br /> #2. The City shall receive fair compensation...for the use of...City property by <br /> telecommunications providers. <br /> #7: The City shall have access to reliable, flexible telecommunications services. <br /> #8. Similarly situated telecommunications providers shall be treated in a similar manner. <br /> <br /> We feel the following internal policies are consistent with Council directives embedded in their <br /> <br />
