Once awarded the Contractor will have until August 15, 2005 t?~ gomplete the project. Work may <br /> commence this fall and will continue on the grubbing, excavation, trail building, bridge and special structure ` <br /> installation through next year at various times depending on appropriate weather and soil conditions for construction. <br /> Volunteer Work <br /> Two plant salvage projects have been undertaken to date by the Stream Team, with a possibility of further <br /> salvage being done depending on where and when the contractor begins work. The salvaged plants have been potted <br /> up and are being stored at the Native Plant Nursery during construction. IV~xt fall after construction is complete, they <br /> will be replanted back along the trail. Earlier this year, the Southeast Neighborhood Association organized a <br /> volunteer trail improvement project along an existing path that connects to the Amazon Headwaters Trail. This path <br /> follows the West Amazon Right-qf-Way and BPA Transmission line maintenance road. Although in use for a long time it <br /> was not included as part of-the-eon#ractlue-to-portions being road ROW, portions are in private ownership, steep <br /> grade, poor tread, and erosion problems. The SEN neighbors repaired several sections and are also planning on <br /> installing a pedestrian bridge over the creek, perhaps next year. <br /> RTP Grant <br /> The original grant contract completion date was July 2003. Although six of the seven projects funded by the grant were <br /> finished prior to that date, the new trail construction had run into many unforseen delays including regulatory issues, <br /> neighbor and neighborhood concerns, geotechnical issues, and overall just a much greater complexity that we had <br /> initially expected. We applied for and received a grant extension until July 2004, and then a second extension until <br /> December 2004. We then bid the project with a completion date of December 15, 2004, but after experiencing the early <br /> -rains, and hearing serious reservations from potential bidders we moved the completion date to August 15, 2005. We <br /> are now working with Sean Loughran, the State Trails Coordinator, to resolve grant deadline and payment issues. <br /> Third Bridge <br /> In the process of working with immediate neighbors and the neighborhood group to allay concerns for the final 675' of <br /> trail -that portion connecting Canyon Drive to the BPA power line easement - a decision was made to use a different <br /> alignment than the one recommended by our trail consultant. This alternate alignment required another bridge, and the <br /> agreement with the neighborhood group was that the city would provide materials and they would install the- bridge. <br /> Due to sloughing of stream banks at the bridge location last winter, a geotechnical consultant was hired and he <br /> recommended a new location slightly downstream and, that the bridge use a pile rather than a sill foundation. As a pile <br /> foundation requires a different set of drawings and calculcations than those already worked out for the sill foundations, <br /> and as the cost of installation is much higher, the City agreed to install these foundations. Staff is currently working with <br /> the geotechnical consultant, and the bridge engineer to finalize plans for this bridge. <br /> 11/9/2004 <br /> <br />
