ANNUAL INSPECTION <br />AMAZON CREEK CHANNEL IMPROVEMENT <br />PROJECT NO. 15-01 <br />2 OCTOBER 2003 <br />1. DATE OF INSPECTION: 10 September 2003 <br />2. REFERENCE: LEVEE ENCROACHMENT STANDARDS AND PROCEDURES, <br />PDR 1130-2-5, 17 March 1980 <br />3. SPONSOR: City of Eugene <br />4. FINDINGS: The following inspection findings were noted: <br />a. The City is continuing to work with environmental <br />advocates to limit vegetation removal to only that which is <br />necessary to ensure the channel capacity is not limited and <br />unwanted vegetation will not result in backwater. Selective <br />brush and tree removal is recommended in the channe-1 upstream of <br />29th Avenue to ensure adequate velocities during times of high <br />flow. <br />b. Sloughing along the channel side slope was noted on the <br />left bank immediately downstream of Garfield Street (5 areas, <br />each approximately 40 lineal feet) and the right bank immediately <br />downstream of Bailey Hill Road. Repair of these areas are <br />scheduled for later this year or next year. <br />c. Encroachments on the right-of-way were noted at the <br />following locations: scrap steel is stored along sections of the <br />shoulder (right bank) upstream of Oak Patch Road; and a fence is <br />located along the shoulder (right bank) at the county <br />fairgrounds. These encroachments do not impact the integrity of <br />the project and they will not limit access for construction <br />equipment in these areas during maintenance operations and during <br />times of flooding. Repairs and flood fight operations would be <br />conducted from the opposite bank. <br />6. RESOLUTION OF PERMITS: None. <br />
