COREY Kurt A
From: MEDLIN Johnny R
Sent: Thursday, September 02, 2004 2:35 AM
To: RICHARDSON Philip S
Cc: RINER Andrea G; COREY Kurt A
Subject: RE: Amazon Headwaters Trail - 3rd bridge
Follow Up Flag: Follow up
Flag Status: Flagged
Hi Philip,
Hearing from a Geotech that the bottomland is more stable than the slope and that he would
recommend a pile foundation is no suprise. I suspect the design is conservative and
perhaps a little overkill for a trail bridge.
However, we paid for a professional recommendation and considering the amount of erosion
we are seeing, and the controversy we've seen to date we should follow it. Go ahead with
the pile foundation and let us get this thing finished. We will cover any project
shortages from our general fund operations budget.
(Kurt, I don't know if you will become involved in this topic again, but this information
gives support to the lower alignment.) - Johnny
-----Original Message-----
From: RICHARDSON Philip S
To: MEDLIN Johnny R
Cc: RINER Andrea G
Sent: 9/1/2004 6:01 PM
Subject: Amazon Headwaters Trail - 3rd bridge
Importance: High
Hi Johnny,
I have Gunnar's report back and have read through it. Gunnar is the GeoTech consultant we
hired to examine the conditions and provide a recommendation about the best place to
locate the trail and bridge between the BPA easement and Canyon Drive. I have a copy of
the report if you'd like to read it. Basically he says that a trail on the side slope
wouldn't be as stable as a trail along the flatter bottom, with the additional bridge. Of
the bridge locations, he feels that the middle one is best, but recommends using pile
foundations at least 10' deeper than the creek bottom, and preferably all the way down to
bedrock. He was surprised by the depth of soil in the area, which is 23.5' on one side and
31' on the other. The estimated cost of installing the four piles to bedrock for a bridge
foundation will be somewhere in the vicinity of 8,000 to 10,000 dollars. This would be in
addition to the cost of the bridge materials.
Even though our agreement with SEN was for them to install the bridge, with us supplying
all the materials, it doesn't seem quite fair to ask them to pay for a pile foundation
when we aren't using them on the two upstream bridges. I need to know if you approve
using city funds to install the piles - I'm certain we don't have ridgeline bond funds
available for this. Also, we're really cutting this project close to the grant deadline in
December, and I don't think we can afford to delay the bidding any further. Since this
bridge is a part of the trail, we can't separate out the pile driving into a separate no-
bid contract and would have to go through the regular public bidding process.
Let me know if you have any other questions.
Philip Richardson
Landscape Architect
City of Eugene Parks and Open Space Division
1820 Roosvelt Blvd
1
