Public Works
Parks and Open Space Division
City of Eugene
1820 Roosevelt Boulevard
~EMO~E~I~l\ DUM Eugene, Oregon 97402
(541) 682-4800
(541) 682-4882 FAX
www.ci.eugene.or.us/pw/parks
Date: March 3, 2004
To: Dennis Taylor, City Manager
From: Carolyn Weiss; Parks & Open Space Planning
Subject: Alton Baker Park Monitoring, 2003 Football Season Summary
As required by an Intergovernmental Agreement between the University of Oregon and the City of
Eugene, a park monitoring program for Alton Baker Park was developed to monitor impacts related to
park use by Autzen Stadium patrons. The end of the 2003 football season marks the third year that park
monitoring has been in place. The program was developed in coordination with the Whilamut Natural
Area Citizen Planning Committee (CPC) and the University of Oregon (LT of O). Additionally, an annual
post-football season meeting is required, with members of the CPC and the U of O to review and discuss
results of the Park Monitoring Plan and whether the conditions of the IGA relating to Alton Baker Park
have been achieved. This meeting was held on February 25, 2004.
Park monitoring has been conducted by the Alton Baker Park Host, the non-profit group Nearby Nature.
Patterns and trends have been observed as a result of the park monitoring efforts. These observations are
categorized along with recommendations for mitigation of impacts in the attached spreadsheet.
Overall, City staff are pleased with the monitoring program results and recommend continuation of the

program. Given the experience that has been gained from the last several years of monitoring, program
efficiencies are expected in the upcoming year. Additionally, staff anticipate working with the University
on the installation of educational signage in the parkas further required in the 2002 Intergovernmental

Agreement.

ATTAC)f~NTS
1. 2003 Monitoring and Recommendation Summary

2.
