That section of roadway is <br /> ull of potholes, licks curbs and gutters, and has a rating of 34 out of 100 on the City's street condition <br /> ating index. The westerly segment, by contrast, was improved to City standards in 1980 and has a rating <br /> f 87 out of 100. <br /> Because the City does not maintain substandard streets with its limited road funds, the east-end <br /> oadway is likely jto remain in disrepair unless it is improved. Although the cost of improving streets <br /> ften is an issue f©r adjacent property owners who pay for improvements through assessments, local <br /> esidents have indicated that their primary concern is speeding traffic if Stewart Road were to be fully <br /> i proved. Approximately 1,500 vehicles per day have been using the street prior to the closure, <br /> ccording to City of Eugene traffic statistics.
