It is against <br /> deral, state, an local law to discharge or wash non-stormwater substances, including human <br /> d pet wastes, i to the stormwater collection system which includes storm drains, street gutters <br /> d open waterw ys. Under Oregon Revised Statutes, the maximum fine is $5,000 with a <br /> aximum jail se tence of one year.
