Through traffic should use 30th Avenue and <br /> Hilyard St eet, which are designated as arterial routes. Arterials can more safely handle <br /> higher spe ds and heavier traffic volumes than neighborhood streets, which are designed to <br /> <br /> i <br /> carry only local traffic. <br /> To 1 cost of the diverter is estimated to be less than $500. Similar street closures <br /> have effec ively reduced neighborhood traffic problems at a number of locations around the <br /> city, inclu ing Alder Street between 19th and 24th avenues. <br /> <br />
