The cost for the <br /> Plan is $ 0. <br /> Trough the reauthorization of the federal Clean Water Act in 1987, Congress <br /> mandat communities larger than 100,000 population begin reducing the discharge of <br /> stormwat r pollutants into the receiving waters of the United States. Eugene's Stormwater <br /> Plan for s the local policy framework for responding to these mandates. It also addresses <br /> other co munity values associated with Stormwater issues such as the protection of wetlands <br /> and othe natural resources that provide important Stormwater functions. <br /> T e Stormwater Plan focuses on management practices and techniques to reduce <br /> pollution through education, on-site pretreatment, operational practices, land-use regulations, <br /> and othe means to eliminate and reduce pollution levels. It offers amultiple-objectives <br /> approach to Stormwater management that maximizes benefits and minimizes economic and <br /> environ ental impacts on the community.
