The Eugene permit will pave the way for <br /> other communities seeking to follow the national model for <br /> <br /> wetlands, protection. <br /> The application to the Corps, EPA, and DSL seeks approval of this <br /> <br /> balanced', approach and asks that federal and state wetland <br /> regulating agencies allow wetland fill permits to be evaluated <br /> and approved according to the policies of the West Eugene <br /> Wetlands Plan. At the present time, all wetland fill permits are <br /> filed with the Portland Corps of Engineers Office and state DSL <br /> and follow federal and state guidelines for fill and wetland <br /> <br /> mitigation.
