<br /> balanced' approach for both natural resource protection and <br /> enhancemjent along with certainty for future economic development <br /> opportunities in this area of industrially zoned property. <br /> The direction provided in the West Eugene Wetlands Plan closely <br /> follows recently announced White House policy for wetland and <br /> <br /> watershe protection. The Eugene permit will pave the way for <br /> other communities seeking to follow the national model for <br /> <br /> wetlands, protection. <br /> The application to the Corps, EPA, and DSL seeks approval of this <br /> <br /> balanced', approach and asks that federal and state wetland <br /> regulating agencies allow wetland fill permits to be evaluated <br /> and approved according to the policies of the West Eugene <br /> Wetlands Plan. At the present time, all wetland fill permits are <br /> filed with the Portland Corps of Engineers Office and state DSL <br /> and follow federal and state guidelines for fill and wetland <br /> <br /> mitigation. Over the last year, staff at the Portland District <br /> of the Army Corps of Engineers and Division of State Lands have <br /> <br /> worked with Eugene and other local agencies to develop a means of <br /> recognizing and supporting the City's innovative wetlands <br /> <br /> planning, approach. <br /> II <br /> <br /> When thee'permit application is approved, persons seeking to fill <br /> <br /> wetlands in accordance with the policies of the plan would file <br /> an appli ation locally and also be allowed to mitigate for any <br /> loss of eitlands through a local "mitigation bank". This bank <br /> consists of wetlands in west Eugene that are slated for <br /> (MORE) <br /> <br />
