Rhay, who is the turf and grounds supervisor for <br /> the City of Eugene Public Works Department, began the City of Eugene's integrated pest <br /> managemen program in 1980. The City program has earned an international reputation for <br /> its ability t be both cost-efficient and environmentally sensitive. <br /> The PA defines integrated pest management as an effective and environmentally <br /> sensitive ap roach to pest management that relies on a combination of common-sense <br /> practices, co prehensive information on the life cycles of pests and their interactions with the <br /> i <br /> environment and available control methods including, but not limited to the judicious use <br /> of pesticides to manage pest damage by the most economical means, and with the least <br /> possible haz rd to people, property, and the environment. <br /> The 72-page handbook is written for professionals who manage parks, rights-of--way, <br /> commercial I ndscaping, home lawns, schoolgrounds, golf courses, and other types of turf and <br /> <br />
